A purpose-built pre/post instrument for community-college students — measuring not just voting, but the social civic life (mentoring, translating, community work) that voting-centered surveys render invisible. Being validated alongside the dissertation for others to adopt.
The core quasi-experimental study: does a choice-based, action-civics redesign of the required government course move measured civic capacity for the students the opportunity gap passed over? Pilot data shows feasibility and strong reception; the outcomes study is underway.
Extending the model to Texas Government: adapting the CAP framework and the GEA to the state-and-local institutions that shape daily life in Texas, and testing whether the outcomes travel.
